SAP stands for ‘Standard Assessment Procedure’ and is the government’s method for calculating the energy performance of dwellings. SAP Calculations are a Building Regulations requirement for all new residential developments, conversions and some extensions.

SAP calculations are only necessary for residential properties. SAP Calculations are required by Part L (England & Wales), Section 6 (Scotland), Part F1 (Northern Ireland) of building regulation standards. These documents are concerned with the conservation of fuel and power. In England, your SAP calculations measure two elements; the Dwelling Emission Rate (DER) and Dwelling Fabric Energy Efficiency (DFEE).

The purpose of SAP Calculations is to provide accurate and reliable assessments of dwelling energy performances that are needed to underpin energy and environmental policy initiatives.

SAP quantifies a dwelling’s performance in terms of: energy use per unit floor area, a fuel-cost-based energy efficiency rating (the SAP Rating) and emissions of CO2 (the Environmental Impact Rating). These indicators of performance are based on estimates of annual energy consumption for the provision of space heating, domestic hot water, lighting and ventilation. Other SAP outputs include estimate of appliance energy use, the potential for overheating in summer and the resultant cooling load. The purpose of SAP Calculations is to provide accurate and reliable assessments of dwelling energy performances that are needed to underpin energy and environmental policy initiatives.

The Standard Assessment Procedure (SAP) is a measure of the energy efficiency of a property and is the calculation from which an Energy Performance Certificate (EPC) is generated. An EPC is one of the documents that is required for building control sign off and is a legal requirement when a property is sold or rented. Since their introduction in 1995, these regulations have been amended several times in line with the availability and effectiveness of new technologies.

The calculations determine a Target Emissions Rate (TER) and a Target Fabric Energy Efficiency (TFEE) rate. The DER and DFEE must be lower than the TER and TFEE (L1A- new builds). In Wales and Scotland, the report only measures the DER – although building regulation standards are stricter.

New Build SAP Calculation L1A

New Build SAP calculations are divided into two distinct reports:

· Design Stage Report

· As built Report

Design Stage Report

· Before construction begins, Compliance 4 Building will assess and approve the construction details of the property

· The data is inputted into SAP calculations software producing the TER and TFEE rates and to determine whether the building is DER and DFEE compliant

· A ‘predicted energy assessment’ is produced and delivered to the client

As Built Report

· Following completion of the building, the construction details are re-assessed

· Final details are included, such as boiler model and air tightness score

· This final report produces the EPC for the client to rent or sell the property

SAP Calculation L1B

L1B SAP Calculations are divided into two types of report:

· Over glazed calculations for extensions

· SAP Calculations for new dwellings created by change of use

Over Glazed Extensions

· Compliance 4 Buildings will assess the construction details of the entire property, plus the proposed extension or conversion. From this we will create a report

· The report requires the construction detail data to be inputted into SAP calculations software to produce notional TER and TFEE rates and DER and DFEE measurements

Proposed Report

· The proposed report will use the data from existing elements. For any new or upgraded elements, our experts will assess the actual performance data

· The data is inputted into SAP calculations software to produce the proposed TER and TFEE rates and DER and DFEE measurements

· The performance values of the proposed elements are required to be lower than the standards in order for the property to pass

· The overall DER and DFEE measurements must be lower in the proposed report than in the notional report.

· If the buildings SAP calculations demonstrate that the building’s performance values are all lower in the proposed report than the notional report, a new EPC is produced, replacing the property’s existing EPC

Compliance 4 Buildings cannot stress highly enough the importance of arranging your SAP calculations before building work commences. The forethought in arranging for SAP Calculations at the initial stage should help prevent the building failing to meet building Regulation Standards.
